How to turn on Low Data Mode on an iPhone

For mobile data, open Settings, tap Mobile Service, tap Mobile Data Options and switch on Low Data Mode. With 5G, tap Data Mode first. For Wi-Fi, tap the info button next to the network and switch on Low Data Mode.
Low Data Mode makes the iPhone use less data. It helps with a small data plan, while roaming, or on a slow hotel Wi-Fi. In some regions the menu is called Cellular instead of Mobile Service.
Step by step
Open Settings and tap Mobile Service
In some regions it is called Cellular or Mobile Data.
Tap Mobile Data Options
On a phone with two SIMs, tap the number you want to change first.
Switch on Low Data Mode
On a 4G or LTE connection the switch is directly on this page. On 5G, tap Data Mode and choose Low Data Mode.
Do the same for a Wi-Fi network
Open Settings and tap Wi-Fi. Tap the info button, the small i, next to the network you are connected to. Switch on Low Data Mode. The setting is saved for this network only.
Good to know
What changes: apps stop using data when you are not actively using them, Background App Refresh is off, streaming quality is reduced, and automatic downloads and backups are paused.
iCloud Photos stops updating and iCloud backups pause. The App Store stops automatic updates and video autoplay. Music stops automatic downloads and high-quality streaming. FaceTime uses a lower video quality.
Switch it off again when you are back on a good connection, or photos and backups will not sync.
