In Chrome, tap the three dots, then Google Password Manager, and tap Settings at the bottom right. Switch off Offer to save passwords. Auto sign-in on the same page stops Chrome signing you in to sites automatically.

Step by step
Open Google Password Manager
Tap the three dots at the top right of Chrome and choose Google Password Manager. In Chrome's Settings it is under Passwords and Autofill.

Switch off Offer to save passwords
It is the first switch on the Settings tab. Ours was on; we left it. Automatically create a passkey just below asks the same question for passkeys.

Optional: switch off Auto sign-in
With Auto sign-in off, Chrome asks before using a saved password to sign you in.
About this guide
Useful if you keep passwords in another password manager, or share the phone. Passwords already saved stay saved.
The screenshots are from Chrome and the Gmail app on a Samsung Galaxy A57 5G with Android 16 and One UI 8.5, in dark mode. Both apps look the same on other Android phones; only the phone's own settings screens differ by brand.
Good to know
Passwords you already saved stay in Google Password Manager; the Accounts tab at the bottom lists them.
In short: Chrome, three dots, Google Password Manager, Settings: Offer to save passwords off; Auto sign-in off if you like.
