Mac fan loud all the time? 6 things to check

A loud fan during video export, games or a backup is normal. If it runs fast while the Mac is doing little, free the vents, put the Mac on a hard surface, quit the app that uses the most processor power, and restart. On an Intel Mac, reset the SMC.
The fans cool the processor. When the processor works hard, they run faster and you hear rushing air. That is how the Mac is meant to work. It only needs attention if the fans stay loud when nothing demanding is running.
Step by step
Decide whether the noise is normal
Compressing video, playing games, many browser tabs with video, or indexing after an update all make the fans run fast. When the task ends, they slow down by themselves.
Put the Mac on a hard, flat surface
A bed, sofa or cushion blocks the vents. Apple recommends a table or desk.
Keep the vents clear
On a MacBook the vents are at the hinge. On an iMac and Mac mini they are at the back or underneath. Do not cover them, and keep some distance to the wall.
Check the room temperature
In a warm room or in direct sun, the fans switch on earlier and run faster.
Find the app that keeps the processor busy
Open Activity Monitor from the Utilities folder and click the CPU tab. Sort by % CPU. If an app you are not using sits at the top with a high value, quit it.
Restart or reset
On a Mac with Apple silicon, Apple advises closing the lid and opening it again, or restarting. On an Intel Mac, reset the System Management Controller (SMC). Apple describes the key combination for each model on its support site.
Good to know
Some Macs have no fan at all, for example the MacBook Air with Apple silicon. They get warm instead of loud and slow down a little under long, heavy work.
A grinding or rattling noise, unlike rushing air, means a fan is worn or blocked. That is a repair.
